VP Sales comp and the sales engineer budget
Where pre-sales headcount is actually decided.

Most VPs of Sales are paid on the whole team's number, and SE headcount comes out of the same budget as AE headcount. An SE at a $205,000 median OTE wins that budget only when it lifts the team's number by more than one more AE would.
